"We support the Commission's comprehensive reform of the Intercarrier Compensation system. The Order benefits consumers by resolving many long-standing inequities in the current intercarrier compensation regime. This action will foster broadband deployment and fulfills one of the pillars of the National Broadband Plan.  The new regime discourages arbitrage and will limit wasteful traffic pumping schemes. Chairman Genachowski has shown bold leadership, pragmatism and perseverance. We thank him and the rest of the Commissioners for their diligence in adopting this thoughtful Order."
