The problem I've always noticed with passively cooled GPUs is that you usually need more in the way of case fans to keep the heatsink from becoming hot enough to melt things that may get nearby when the case is closed. Therefore, I usually cannot recommend people to get passive cards.

No, you misunderstand. For all of the advantage that having a passive card has in sound from the GPU, people generally need to compensate by making the rest of the case louder.

Actually, I completely understand. Most graphics card fans are extremely loud since they are so small and need to push a load of air. Using big fans in your cases will give you good airflow that is relatively quiet. My Armor case does this extremely well.
