Icy Dock seems to make amazing products that work just as they are designed and marketed. It really is a breathe of fresh air when you pick up the 3.5 internal enclosure and it works perfectly.
You didn't give much details with regards to the fan. Does the fan spin continuously even when there isn't a drive in the enclosure, or does it spin up when a drive is plugged in? How loud is the fan in dBA? I think a lot of us are sensitive to the noise levels of our rigs, and put significant effort in keeping the noise level down to the minimum (quiet 120mm case fans, quiet cpu coolers, etc...). The fan on this thing is tiny, hence potentially pretty loud if it's spinning fast enough to generate serious air flow. If it is a bit loud but only comes on when a drive is inserted, then it wouldn't be too bad, but it would be a crying shame if this unit were to become the noisiest component in a system, and have it's fan run continuously even when not required. So any details you could provide on this would be useful.
