- MVNO and Enabler Effortel Selected as Lead Consultant for Mobile
Services From Israel Post
Effortel, the mobile virtual network operator and enabler, today
announced that it has been selected by the Israel Postal Company (Israel
Post) as the lead consultant in its plans to launch mobile services via its
network of more than 700 retail outlets. Effortel is tasked with defining the
market proposition, business planning and modelling and identifying a
suitable technology platform and operations partner. The project completion
will see Israel Post create one of the country's first mobile virtual network
operators (MVNO).
Israel Post's move into the mobile arena follows the Israeli Government's
decision in 2010 to issue MVNO licences to stimulate competition and

distributors of prepaid mobile top-ups via a comprehensive retail network,

The Wholesale Applications Community (WAC), an alliance of
telecommunications companies committed to building an open applications

Business Models to Enable Monetisation Across the Ecosystem
At launch, WAC will allow operators to distribute applications through
their respective application storefronts and charge users through their
existing phone bill. In this model, developers will set the application price
and will receive a revenue share for the transaction. The revenue share will
be defined on an operator-by-operator basis. This will ensure that revenue
shares will be competitive in today's application market. WAC is a
not-for-profit organisation and will receive a small transaction fee for each
application to cover its operating costs.
In the future, WAC will offer business models that enable additional
purchases from within an application; leverage network capabilities, such as
location, to enhance an application; and facilitate the serving of
advertisements to end users.
"Developers will see great benefit in a single process through which they
can create, distribute and profit from their applications on multiple retail
outlets," said John Delaney, Research Director for Consumer Mobile with
industry analysts IDC. "Unification with JIL will prove a significant boost
for the Wholesale Application Community's efforts to achieve a global, open
development platform."
WAC Specification and SDK Available in November
WAC will publish its initial specification and components of its SDK to
developers in November. This specification will be based on W3C standards and
create a strong platform for developing rich mobile web applications. WAC
will also provide backwards compatibility for devices based upon the current
JIL and BONDI specifications. Details of the developer roadmap and a preview
of the WAC specifications will be available in September.
Developers currently creating JIL applications can continue working with
the existing JIL specification, tools and software libraries and these
applications can be deployed on JIL based devices immediately. With the
publication of the WAC specification, developers will also have a clear path
to deploy applications on a wider range of devices supporting the WAC
specification in 2011.

New Federal Rule Announced by U.S. Department of Transportation Secretary LaHood to Prevent Interstate Truck Drivers and Bus Drivers from Texting Can Now be Enforced with cellcontrol(TM)
BATON ROUGE, La., July 26 -- cellcontrol(TM), a leading supplier of driving while distracted solutions, announced today that it has adapted its cellcontrol technology to Class A (SAE J1939), an industry standard that will allow cellcontrol to operate within a variety of fleet vehicles including commercial vehicles, big rigs, school busses, heavy equipment and other Class-A vehicles. Utilizing the vehicle's onboard computer, cellcontrol determines when the vehicle is moving at any speed and instantly blocks the use of a driver's cell phone, laptop computer or other mobile device based on a company's distracted driving policy.

Federal Rule to Prevent Distracted Driving
In March 2010, the Federal Motor Carrier Safety Administration (FMCSA) proposed to Secretary LaHood a new federal rule that would specifically prohibit texting by interstate bus and truck drivers while driving their vehicle. The news came on the heels of President Obama signing an Executive Order directing federal employees not to engage in text messaging while driving government-owned vehicles or equipment. Federal employees were required to comply with the ban starting on December 30, 2009.
cellcontrol is aimed at helping prevent the 500,000 injury-resulting accidents that are caused each year by the use of a mobile device while driving. Utilizing patent pending technology, cellcontrol can block one or many of the features that come equipped on a mobile phone. AT&T Tees Up the 3G Mobile Broadband Network in the Greenbrier and Lewisburg
Local Wireless Network Upgrade Extends Access to Advanced Products, Services and Applications in White Sulphur Springs, Lewisburg, Caldwell and Ronceverte
LEWISBURG, W. Va., July 26 -- AT&T* today announced the availability of its third generation (3G) mobile broadband network at the Greenbrier in White Sulphur Springs, Lewisburg and surrounding communities including Caldwell and Ronceverte. The launch opens the door to a new era of mobile services, devices and feature-rich audio and video content for golf fans this week, and consumers and businesses in the area.

The 3G launch is part of AT&T's ongoing efforts to extend its 3G wireless network - the fastest in the nation, according to independent testing. They are also part of AT&T's previously announced plans to drive innovation and expand its mobile network across the state. From 2007 through 2009, AT&T's total capital investment in its West Virginia wireless and wireline networks was nearly $90 million.
"Demand for wireless bandwidth is growing, whether it's for sharing video and photos or catching up on a great sporting event on an AT&T smart phone, netbook or other mobile device while on the go," said Erika K. Wireless data traffic on the AT&T network grew more than 5,000 percent from 2007 to 2009, largely attributed to the increasing popularity of advanced smartphones and the performance of AT&T's 3G network, the nation's fastest.
Earlier this year, AT&T completed a software upgrade of High-Speed Packet Access (HSPA) 7.2 technology at 3G cell sites nationwide. Another software upgrade to HSPA+, which prepares the nation's fastest 3G network for even faster speeds, is planned for later this year. AT&T's 3G mobile broadband network is based on the 3rd Generation Partnership Project (3GPP) family of technologies that includes GSM and UMTS, the most widely used wireless network platforms in the world.
