Arbinet Corporation Announces Fourth Quarter and Full Year 2009 Financial Results
HERNDON, Va., March 16 -- Arbinet Corporation (NASDAQ:ARBX), a leading provider of telecommunications services to fixed and mobile operators, today reported financial results for the fourth quarter and full year ended December 31, 2009.
Total revenues for fourth quarter 2009 of $82.5 million, included $74.8 million trading revenues and $7.7 million fee revenues, representing a 15.1% and 25.8%, respectively, decrease from fourth quarter 2008. Direct contribution from trading revenues (trading revenues minus cost of trading revenues) for the fourth quarter 2009 was $0.2 million compared with ($0.1) million in fourth quarter 2008 and $0.1 million in third quarter 2009. This improved contribution is primarily attributable to the introduction of carrier services in late third quarter 2009. A total of 2.5 billion minutes were bought and sold on Arbinet's platform in the fourth quarter 2009, compared with 3.0 billion minutes in the fourth quarter 2008 and 2.5 billion minutes in the third quarter 2009. Arbinet completed 271.0 million calls during the fourth quarter 2009, compared with 342.6 million calls in the fourth quarter 2008 and 280.1 million calls in the third quarter 2009.
Fourth quarter 2009 gross profit was $3.6 million compared with $5.8 million and $3.8 million for the fourth quarter 2008 and third quarter 2009, respectively.
Fourth quarter 2009 loss from operations was ($3.9) million, compared with a loss from operations of ($4.6) million in the fourth quarter 2008. Fourth quarter 2009 results included severance charges of $0.1 million and a restructuring charge of $0.6 million related to the closing of the New Jersey office and relocation of corporate headquarters to Virginia. Comparatively, fourth quarter 2008 included a non-cash charge of $3.0 million to record the impairment of goodwill and other intangible assets.
The Company's loss from continuing operations in the fourth quarter was ($3.7) million or ($0.16) per diluted share, compared with a loss from continuing operations of ($9.1) million or ($0.39) per diluted share in the fourth quarter 2008. Fourth quarter 2009 results included a non-cash foreign currency transaction gain of $0.2 million or $0.01 per diluted share, compared with the fourth quarter 2008 non-cash foreign currency exchange loss of ($4.6) million or ($0.20) per diluted share, representing the impact of currency fluctuations on U.S. denominated obligations of the Company's United Kingdom subsidiary.
Total revenues for full year 2009 of $339.5 million, included $305.8 million trading revenues and $33.7 million fee revenues, representing decreases of 26.9% and 30.3%, respectively, from full year 2008. Direct contribution from trading revenues (trading revenues minus cost of trading revenues) for full year 2009 was $0.1 million compared with ($0.4) million for full year 2008. This improved contribution is primarily attributable to the introduction of carrier services in late third quarter 2009. A total of 10.3 billion minutes were bought and sold on Arbinet's platform in 2009, compared with 13.2 billion minutes in 2008. Arbinet completed 1,130.5 million calls during 2009, compared with 1,699.3 million calls in 2008. Average call duration was 4.5 minutes in 2009 compared with 3.9 minutes in 2008.
For the full year 2009, gross profit was $15.6 million, down 44.6% compared with $28.3 million in 2008. The Company reported a loss from continuing operations of ($8.7) million or ($0.40) per diluted share for 2009, compared with a loss from continuing operations of ($12.7) million or ($0.53) per diluted share in 2008.

The Bloodhound Cell Phone Detector Goes Behind Bars to Uncover Contraband Cell Phones in Correctional Facilities and Prisons

METUCHEN, N.J., March 16 -- Berkeley Varitronics Systems, Inc. (BVS), a leading provider of advanced wireless solutions and products to the domestic and international wireless telecommunications industry, today announced the company has successfully field-tested the Bloodhound cell phone detector at one of the top ten largest county correctional facilities in the nation. The Bloodhound is a hand-held, wireless cell phone detector that does not employ the sledgehammer approach of cell phone jamming, currently prohibited under U.S. federal law.
BVS conducted the field-test at a national correctional facility that houses 1,300 inmates (both men and women) and employs more than 400 security officers as well as administration staff. Security officers and BVS discretely walked the halls of the correctional facility with the Bloodhound cell phone detector to pinpoint in real-time the exact location of contraband cell phones in use.
"The field-test was successful as we noted illegal cell phone activity rather quickly," said Scott Schober, President and CEO of Berkeley Varitronics Systems. "Utilizing the cell phone detector's high-speed scanning receiver and Direction Finding Antenna, the Bloodhound detected cell phone activity in areas where it was strictly forbidden. Surprisingly there were even cell phones detected in the cafeteria, which is prohibited."
To combat the escalating number of contraband cell phones smuggled into prisons and correctional facilities, some prison officials have imposed fines of up to $5,000 and extended sentences up to five years when an inmate is caught using a contraband cell phone. Recently, Steve Largent, CEO of the CTIA, released a statement in support of the Cell Phone Contraband Act of 2009 (S. 1749), introduced by U.S. Senators Dianne Feinstein (D-Calif.) and Charles Grassley (R-Iowa), advocating the Senate to severely penalize prison inmates who use wireless services to conduct unlawful activities or harass and intimidate the public. According to Senator Feinstein, the bill would classify cell phones and wireless devices as contraband material, and anyone who provides, or attempts to provide, an inmate with a cell phone could face imprisonment of up to one year.
"BVS has sold a significant number of Bloodhound cell phone detectors to federal and state correctional facilities and numerous government agencies since its release on December 14, 2009. Of the hundreds of correctional facilities that have contacted BVS, the majority are frustrated with the number of cell phones that continually make their way behind bars and are desperate for a solution like BVS' cell phone detector," added Schober. "According to some correctional officers, cell phones are smuggled in through criminal defense lawyers, family members, food service staff, maintenance contractors and even corrupt security guards looking to make some extra cash."
Prior to the release of the Bloodhound cell phone detector, correctional facilities have had to battle the widespread use of contraband cell phones with specialized K-9 units that are trained to smell the batteries in cell phones. In the state of New Jersey, for example, the cost to purchase a trained dog is $5,000 plus the trainer's salary for a comprehensive ten-week course the dog and trainer are required to complete by the New Jersey Attorney General. Couple these costs with regular vet and food bills and the solution is costly. The inmates make the K-9 units' job even more challenging by hiding the cell phones in strong smelling foods such as peanut butter.
In addition, the FCC has been petitioned to allow cell phone jamming in prisons, currently prohibited under Section 333 of the Communications Act that specifically forbids any willful or malicious interference with licensed radio signals and prohibits the manufacture, importation or sale of any device intended to jam or disrupt wireless communications. Critics of cell phone jamming, including the CTIA, have expressed concern that cell phone jamming technology could interfere with emergency response and legitimate cell phone use near prisons.
As an alternative to cell phone jamming and K-9 units, The Bloodhound cell phone detector is a safe, legal, quick and cost-effective way to monitor and pinpoint unauthorized cell phones within correctional facilities 24 hours a day. The complete Bloodhound unit costs $1,800 and can also be utilized by government agencies that want to enforce a 'no wireless policy'.

Xilinx Demonstrates Cost and Power Reductions for 40G OTN Muxponder With Partial Reconfiguration Technology at OFC 2010
FPGA-based implementation showcases unique on-the-fly reconfiguration capabilities that reduce CapEx and OpEx of multi-port optical network applications
SAN JOSE, Calif., March 16 -- Xilinx, Inc. (NASDAQ:XLNX) today announced it will demonstrate the latest breakthrough 40-Gigabit Optical Transport Network (OTN) developments for integrated multiplexer/transponder (muxponder) applications at the 2010 Optical Fiber Communication Conference and Exposition. The demonstration combines proven partial reconfiguration technology from Xilinx with OTN IP solutions from Avalon Microelectronics Inc. to significantly reduce downtime and lower the bill of materials (BOM) cost and power consumption of multi-port (channel) networks.
Network operators can reduce overall capital expenditures (CapEx) and operating expenses (OpEx) with 'on-the-fly' reconfiguration of a selected port or multiple ports without having to power down the entire line card and when other ports are still up and running.
Using the unique partial reconfiguration capabilities available with Xilinx's high-performance Virtex® FPGAs, developers can also reduce muxponder size by 30 to 40 percent and lower power consumption as compared to devices without partial reconfiguration. Demonstrations by Xilinx and Avalon can be seen at OFC 2010 from March 23rd through March 25th at the San Diego Convention Center in Xilinx booth #3121 and Avalon booth #3231.
"The rapid deployment of residential video and boom of advanced personal and business services traffic continues to drive the evolution of wired communications to 40G and 100G OTN. "Our partial reconfiguration capabilities leverage the aggressive performance of Virtex devices and Avalon's IP to enable cost and power reductions for wired communications. They also preserve the investments of telecomm equipment providers by enabling in-field system and port upgrades with the latest protocols and standards for longer time in market."
Enabling Multi-channel OTN Applications
Partial reconfiguration is the ability to dynamically modify logic blocks by downloading partial bit files without interrupting the operation of the remaining logic. The 40G OTN muxponder demonstration system deploys this technique to enable four independent ports (client channels) with support for OTU2, OC-192/STM-64, and 10GE LAN industry standards as examples. It uses an Avalon 40G test board ("Anaconda") jointly developed with Xilinx using two Virtex-5 LX330T FPGAs. An external 10G tester is connected to generate traffic and monitor each port for interference.
Each channel can be reconfigured on the fly by re-loading a partial bit stream to the Xilinx FPGA that instantiates only the chosen port persona rather than all possible port configurations as required by ASSP and ASIC implementations. This approach enables developers to use fewer and smaller devices to implement the FPGA-based 40G OTN muxponder. Developers can also save 30 to 45 percent of the logic capacity available in the two Virtex-5 devices and lower power consumption by eliminating the need to instantiate multiple clients per channel. For applications targeting the latest generation Virtex-6 FPGAs, single-chip implementation may be possible depending upon the specific configuration.

New class of data begs for new class of database technology
In a recent white paper*, IDC estimates that "in 2012, the amount of digital information produced in the year should equal nearly 2,500 exabytes (equivalent to 2,500 billion gigabytes), or 5 times that produced in 2008." The white paper further identifies the growth of the Internet as a primary driver of this data explosion.
Today, web applications generate data at volumes far exceeding any other category of interactive software system, and for a much larger base of users. Much of this data, and the interaction patterns between software and data, differ fundamentally from those of transactional software systems such as payroll and ERP. In spite of the differences, relational database technology continues to be used as a "one size fits all" approach for both classes of software.
"Relational database technology has served us well for 40 years, and will likely continue to do so for the foreseeable future to support transactions requiring ACID guarantees. However, a large and increasingly dominant class of software systems and data do not need those guarantees," said Carl Olofson, Research Vice President with IDC. remote access, with a solution to the complex network connectivity issues
created by firewall settings that prevent IPsec communication. The company's

Ness Technologies to Provide and Implement Maintenance Management System at Mekorot, Israel's National Water Company

awarded a contract from Mekorot, Israel's national water company, to provide

ChinaEdu Corporation Signs Agreements with Two New University Partners
BEIJING, March 15 -- ChinaEdu Corporation (NASDAQ:CEDU) ("ChinaEdu" or "the Company"), an educational services provider in China, today announced that it has signed an exclusive technology and service agreement with Huazhong Normal University and an exclusive collaborative alliance agreement with Jiangxi Normal University.
Huazhong Normal University is currently licensed as one of the 68 universities that are approved to provide online degree education by the Ministry of Education in China. Under the agreement, the Company will provide exclusive technology and support services to Huazhong Normal University's online college for the next three years.
Jiangxi Normal University is currently applying for approval to provide online degree education by the Ministry of Education in China. Under the agreement, the Company will provide exclusive technology and support services to Jiangxi Normal University's adult education programs for the next four years prior to the approval for the online degree program. Once the online degree approval is granted, the Company will provide Jiangxi Normal University with exclusive technology and support services through the mutually formed joint venture for a period of 20 years.

Huazhong Normal University is located in the city of Wuhan, the capital of Hubei province. CARLSBAD, Calif., March 15 -- Callaway Golf Company (NYSE:ELY) staff professional Ernie Els performed brilliantly over four rounds at the WGC-CA Championships held this past weekend at Doral Golf Resort in Miami. Eventually winning by four strokes over a star-studded field, the "Big Easy" dominated the competition with masterful control over every aspect of his game. After Sunday's victory, Els gave credit to the new Callaway and Odyssey equipment that channeled his triumphant passage through the blustery conditions that made Doral's infamous "Blue Monster" even more monstrous.

Verizon Statement on FCC's National Broadband Plan
Commission to Deliver Recommendations to Congress on March 16
WASHINGTON, March 15 -- The Chairman of the Federal Communications Commission is scheduled to deliver the National Broadband Plan to Congress Tuesday (March 16). The chairman released a summary of the plan Monday (March 15). The following is a statement by Tom Tauke, Verizon executive vice president for public affairs, policy and communications:
"Verizon strongly supports the emphasis in the National Broadband Plan on the deployment of broadband facilities and adoption by all Americans. To that end, we are encouraged by the call to reform the policies that subsidize some companies' telecommunications services so the policies are focused on the technologies of the 21st century. The plan also properly focuses on identifying the barriers to swift deployment and adoption and proposing recommendations to remove or overcome those barriers.
"The plan correctly notes that government is a major purchaser of services and can be a catalyst for using broadband to reform the health care delivery system, improve energy conservation, preserve the environment, and promote the use of broadband technology to advance education.
"Chairman Genachowski; Blair Levin, the executive director of the National Broadband Taskforce; and the commission staff should be commended for comprehensively addressing the array of broadband issues and developing a coherent plan.
"Now comes the hard part: achieving the vision articulated in this plan. Verizon will review the plan when text is available, and continue to work closely and cooperatively with the FCC and Congress to help meet the nation's broadband policy goals. It is clear that virtually all of these important goals will be achieved through private investment. So it is important that the policies enacted encourage investment and innovation across the Internet ecosystem."
