AT&T Investment in Indiana Network Aimed at Enhancing Mobile Broadband Service Across the State
Plans Call for Upgrading More than 160 Sites to 3G and Adding Eight New Cell Sites
SOUTH BEND, Ind., March 25 -- AT&T* today unveiled its Indiana wireless network investment plans for 2010, which include upgrading more than 160 cell sites to 3G throughout the state and the addition of eight cell sites to provide customers with an improved experience and increased wireless footprint in Indiana.
More than 75 of the cell sites being upgraded this year are a result of AT&T transitioning 200 former Centennial sites to the AT&T network. As the Centennial network assets are integrated throughout 2010, 3G mobile broadband service and additional 850 MHz spectrum will become available in new markets, helping AT&T meet its goals of providing faster speeds and better in-building coverage.
"Investment in the state's broadband networks is critical to keeping Indiana competitive and providing our citizens with the best technology," said Sen. Ryan Mishler. "More consumers are depending on wireless technology to access the Internet and this will help them stay connected."
Today's announcement is part of AT&T's ongoing investment following passage of the Telecom and Video Reform Act (HEA 1279) that was signed into law by Gov. Mitch Daniels in 2006. From 2006 through 2009, AT&T's total capital investment in its Indiana wireless and wireline networks was more than $1.3 billion. From 2006 through 2009, AT&T's wireless network investment in Indiana was nearly $300 million. Last year, AT&T added more than 20 new cell sites across the state and upgraded more than 80 existing sites to 3G.
The planned wireless network enhancement strategy is part of AT&T's 2010 wireline and wireless capital investment, which is expected to be in the $18 billion to $19 billion range companywide, an increase of between 5 and 10 percent over 2009. This planned amount also includes an increase of about $2 billion in capital expenditures for wireless and backhaul related to AT&T's wireless network. This planned level of investment is framed by the expectation that regulatory and legislative decisions relating to the telecom sector will continue to be sensitive to investment.

Internet usage growth has brought tremendous benefits, but it requires tremendous investments in infrastructure. This significant investment in infrastructure and jobs is possible due to policy that enables companies to compete and offer the innovative services that consumers are increasingly demanding. AT&T has been working with policy makers to support a national broadband plan that enables broadband adoption and ensures broadband access to every American by 2014.

Wireless data traffic on the AT&T network has grown more than 5,000 percent over the past three years, largely attributed to today's advanced smartphones that are generating dramatically increasing volumes of network traffic. In fact, roughly 40 percent of AT&T's postpaid customer base uses a smartphone today, representing twice the number of smartphone customers than any other U.S. provider.
"We're seeing advanced smartphones driving up to 10 times the amount of usage of other devices on average," said Brian Ducharme, vice president and general manager for AT&T Mobility and Consumer Markets in Indiana. "Despite these unprecedented increases in wireless data traffic, AT&T's network investments and upgrades have enabled us to continue to deliver the nation's fastest 3G network."
AT&T recently completed a software upgrade at 3G cell sites nationwide that prepares the nation's fastest 3G network for even faster speeds. The deployment of High-Speed Packet Access (HSPA) 7.2 technology is the first of multiple initiatives in AT&T's network enhancement strategy designed to provide customers with an enhanced mobile broadband experience, both today and well into the future.
Faster 3G speeds are scheduled to become available this year and in 2011 as AT&T combines the new technology with our second initiative to dramatically increase the number of high-speed backhaul connections to cell sites, primarily with fiber-optic connections, adding capacity from cell sites to the AT&T backbone network.
The backhaul upgrades are also a key step in the evolution toward next-generation LTE mobile broadband technology. AT&T is designing its new backhaul deployments to accommodate both faster 3G and future LTE deployments. AT&T currently plans to begin trials of LTE technology this year, and to begin LTE deployment in 2011, matching industry time lines for broader availability of compelling devices and supporting network equipment.

ATLANTA, March 25 -- Commetrex announced today that it has applied for a patent on technology the company says may finally make IP-based fax directly connected to IP-carrier networks nearly as reliable as PSTN fax. The technology, which Commetrex calls "Smart FoIP," applies to servers that support both T.38 and G.711-pass-through fax, gateways, and ATAs to make SIP-based call setup and the ensuing transaction nearly error free.
According to Cliff Schornak, Commetrex' CTO, and one of the listed inventors, "Over a three-month period last year, we worked with Copia International, a user of our BladeWare(TM) fax-server platform, in an effort to allow Copia's fax-broadcast customers to take full advantage of the economics of IP telephony. We succeeded, but not before we found that without the technology we developed, the success of our fax calls was well below that of traditional multi-line fax boards and even lower than that of T.38-only servers."
Schornak continued, "We thought that our fax-server platform, BladeWare, with its support for 711 pass-through fax in addition to T.38, would have the highest success rate. But when we disallowed G.711 on the server, the success rate, much to our surprise, actually improved by 10 percent. It wasn't due to the well-known problems of G.711 IP fax. The problem was that frequently, by the time the carrier networks issue their SIP re-invite from G.711, which is the initial mode of all network-based IP fax calls, to T.38, the fax session had progressed beyond the point where the switch to T.38 could be made."
With this mind, Commetrex developed Smart FoIP, which puts intelligence into the decision by the on-ramp (calling) gateway of whether to accept or reject the T.38 re-invite of the off-ramp (receiving) gateway. Servers with support for T.38 and G.711 pass-through fax and Smart FoIP have call-completion rates on a par with PSTN fax and five-percent better than a server with support for only T.38. Versions of the new technology have been developed for BladeWare and Commetrex' T.38 fax relay licensed technology for semiconductor, gateway, and ATA OEMs.

Redfin Upgrades Listing Service, Supports Short Sales
SEATTLE, March 25 -- Redfin today launched a major upgrade to its listing service, with in-home listing consultations, online systems for capturing tour feedback and monitoring web traffic, and hosted open houses and private tours. In select markets, the company is also supporting short sales for the first time in two years. Separately today, the company announced its expansion into Phoenix.
The new service replaces two offerings for home-sellers, one priced at $5,000 and the other at $7,000, with $750 of that amount charged up front. The fee for the new service is 1.5% of the home price, half the fee typically charged by a traditional listing agent, with a $5,500 minimum and no up-front charge. Redfin structured the pricing to match what it already charges Redfin's home-buyers, which is also usually half the commission. As always, Redfin pays its agents a bonus that varies based on customer satisfaction, not on the price of the house.
Local Service, Personal Accountability
The new offering is part of an increasing emphasis on personal service. After organizing its agents into local teams last December, Redfin focused the listing-service upgrade on giving customers complete personal accountability from a local Redfin agent. Supported by her team, one agent now handles pricing, tours, open houses, local marketing, weekly updates and negotiations.
That agent reviews the property in person, to see what needs to be done to improve its appeal, and to develop an opinion on pricing. Each agent has a network of stagers, gardeners and handymen to spruce up a property before putting it on the market.
As before, Redfin hires professional photographers at our own cost to increase the listing's online allure. In place of the generic Redfin yard sign, the company is rolling out a new yard sign featuring the direct contact details of the local Redfin agent. To complement the sign, Redfin now prints and delivers flyers to each listing customer.
Online Feedback Systems Track the Competition
Redfin pairs this new level of personal service with proprietary online tools, including a private website for monitoring the volume and origin of online visits to the listings, so the customer immediately knows when buyers have shifted their attentions elsewhere.
Redfin also uses online systems to solicit any agent hosting tours for his buyers' feedback on the property's condition and pricing, which is then delivered by email directly to the customer, allowing the customer to know if pricing is off or if a room is showing poorly. Beyond the brokerage sites that draw directly on Multiple Listing Service data, Redfin promotes the listing on 30+ websites, including Realtor.com, Craigslist, Trulia and Zillow.com, for maximum online exposure.
Existing Redfin listing clients will get the service upgrade at no additional cost.

In addition to upgrading its listing product, Redfin is now offering support for short sales, which are properties whose sale depends on bank approval because the price is lower than the mortgage amount.
In Seattle, Portland, the Bay Area, Sacramento, Los Angeles, Atlanta and Phoenix, customers can now tour short sales via Redfin field agents. The tours, which can be scheduled in the regular way via Redfin's website, entail no cost to the customer and no obligation. Other Redfin markets plan to support short-sale tours in the next three months, depending on when Redfin can hire enough field agents to satisfy the anticipated demand.
But even in markets now touring short sales, Redfin's own agents still do not handle most offers on short-sale properties. Instead, Redfin refers these offers to agents in our partner program. Redfin screens partner agents to ensure each has at least 15 successful transactions, and it surveys each of the partner's recent customers, publishing the results to our website. First Website to Offer Phoenix Consumers Photos & Details on Recently Sold Properties
SEATTLE, March 25 -- Redfin today expanded to the Phoenix metropolitan area, increasing the number of listings available on Redfin's website by 8%. Phoenix is the third market Redfin has opened since December 2009, and the twelfth overall. Separately today, Redfin is announcing upgrades to its listing service, and new support for short sales.
With this launch, Redfin's site offers customers the photos and marketing materials used to list properties that recently sold, information previously limited to real estate agents. No other website offers this data, known in the industry as Virtual Office Website (VOW) data, to Phoenix consumers. The new data, which consumers can use to develop their own market analyses, became available last year as a result of an agreement between the U.S. Department of Justice and the National Association of Realtors.
Redfin has access to the real-time database used by brokers to list homes because Redfin is a broker that represents customers buying and selling homes. In Cave Creek, Fountain Hills, Scottsdale, Tempe, Chandler and Gilbert, the company provides direct service, employing its own real estate agents. In the East Valley and the West Valley, Redfin relies on partners. Redfin's search site covers all of Maricopa and Pinal counties.
Redfin brings to Arizona its trademark combination of customer service, candor and value. Redfin draws customers to its website by publishing data that most other Arizona sites lack, such as when a property was originally listed and at what prices.
Redfin is also one of the first sites in Phoenix to rate agent performance, by surveying an agent's customers and publishing all the results, unedited. To avoid the conflict of interest that commissions can create, Redfin pays its own agents bonuses based on these customer-satisfaction ratings. Redfin pays its partner agents a customer-satisfaction bonus, and only works with partners who allow Redfin to survey all of their recent customers.
Because Redfin agents do not solicit customers for business, a Redfin agent is nearly ten times more productive than the traditional agent. To ask an agent for service, visitors to Redfin's site use online tools for asking questions, arranging home tours, preparing offers and listing homes.
When selling a home through one of Redfin's own agents, a customer pays half the typical commission, saving $7,500 in fees on a typical $500,000 listing. When buying a home where the seller pays the commission refund, the customer gets a commission refund worth the same amount, applied to closing costs or issued as a check after closing. With partner agents, the refund is 15% rather than 50%, saving a customer $2,250 on that same $500,000 home.

BEIJING, March 25 -- Qiao Xing Mobile Communication Co., Ltd.
