International Game Technology Enters Into a Definitive Agreement to Sell the Barcrest Group to Scientific Games Corporation

Sacramento Opens Redistricting to Citizens via Free Online App
Esri Technology Enables the Public to Create and Propose District Scenarios
REDLANDS, Calif., April 26, 2011 /PRNewswire/ -- The City of Sacramento, California, is opening its redistricting process to the public with the help of a free online tool built on Esri technology. Now through May 16, the City of Sacramento Redistricting Online application enables anyone to develop new district boundaries for consideration by the city's redistricting citizen advisory committee, which will make recommendations to the city council.
"By offering a central place to create and submit plans, we can expand participation and communicate the objectives and challenges of redistricting," says Maria MacGunigal, City of Sacramento IT manager. "Our goal is to make sure the community has the ability to develop a plan in a timely manner that works for both the citizens and the council."
Sacramento IT staff worked with Esri to create the customized app based on Esri Redistricting, a comprehensive web-based redistricting solution, which was released in February and is also available as Software as a Service (SaaS). The Sacramento app enables users to redraw district boundaries to meet new population targets while keeping communities intact and adhering to federal, state, and city requirements. The online platform allows plans to be shared and revised before submission, enabling collaboration among citizen groups.

Bob Goodlatte (R-VA), Chairman of the House Committee on the Judiciary Subcommittee on Intellectual Property, Competition, and the Internet, in his decision to convene an oversight hearing on ICANN and generic top-level domains (gTLDs). CADNA wholeheartedly endorses Chairman Goodlatte's decision to review ICANN governance and policy development in relation to the proposed roll out of new gTLDs. The oversight hearing coincides with U.S. Department of Commerce Assistant Secretary for NTIA Larry Strickling's recent comments expressing concern about ICANN's lack of responsiveness in upholding their obligations under the Affirmation of Commitments.
"This hearing was absolutely necessary. Chairman Goodlatte, Ranking Member Watts and the Subcommittee will quickly learn through routine questioning that ICANN is badly in need of attention. It has failed time and time again to be responsive to the Internet community," CADNA President Josh Bourne states. The oversight hearing will take place on Wednesday, May 4, 2011 at 10:00 a.m. in the Rayburn House Office Building. Almost two years have passed since the U.S. House has convened a hearing on ICANN. CADNA expects the committee to take a hard look at ICANN's internal governance structure and its policy development process. The issue of ICANN's accountability and the manner in which it plans to use the fees collected from new gTLD applications will likely be examined as well.

Team Prepares U.S. Air Force's SBIRS GEO-1 for Early May Liftoff

SBIRS GEO-1 will enhance the nation's missile warning capabilities and improve other critical mission areas simultaneously including missile defense, technical intelligence and battlespace awareness.

Global Crossing Announces Excess Cash Offer for Senior Secured Notes

LONDON, April 26, 2011 /PRNewswire/ -- Global Crossing (UK) Finance plc ("GCUK Finance"), a wholly owned subsidiary of Global Crossing (NASDAQ: GLBC), announced today that it has begun an excess cash offer with respect to its senior secured notes.
In accordance with the indenture governing its notes, GCUK Finance will offer to purchase for cash up to 11.144 million British pounds sterling in aggregate principal amount, including accrued interest (the "Excess Cash"), of its 10.75 percent U.S. dollar-denominated senior secured notes due in 2014 and its 11.75 percent British pound sterling-denominated senior secured notes due in 2014. The notes are guaranteed by Global Crossing (UK) Telecommunications Limited ("GCUK"), GCUK Finance's immediate parent and the principal UK operating subsidiary of Global Crossing.
The offer is being made pursuant to the terms of the indenture governing the senior secured notes. The indenture requires GCUK Finance to make an offer to purchase the maximum principal amount of the senior secured notes possible using 50 percent of GCUK's excess operating cash flow for the period from December 23, 2004 to December 31, 2005 and for each twelve-month period thereafter.
The excess cash offer will expire at 4:00 p.m. London time on May 26, 2011, unless extended. The terms and conditions of the offer are described in GCUK Finance's offer document dated April 26, 2011.
Notes that are properly tendered and accepted for purchase in accordance with the terms and conditions of the offer document will be purchased at a cash price equal to 100 percent of the outstanding principal amount of the notes tendered, together with any accrued and unpaid interest outstanding on the date of the purchase. If the aggregate principal amount of notes tendered exceeds the amount that can be purchased using the Excess Cash at a purchase price of 100 percent of the principal amount thereof plus accrued interest, notes will be accepted for purchase on a pro rata basis among tendering note holders based upon the amounts tendered. For purposes of determining the aggregate principal amount of the notes tendered in order to apply the pro rata calculation, the aggregate principal amount of the sterling-denominated notes tendered will be converted to dollars at the noon buying rate in the City of New York for cable transfers in pounds sterling as announced by the Federal Reserve Bank of New York for customs purposes on April 21, 2011.
Tenders may be validly withdrawn until 10:00 a.m. London time on May 31, 2011 or, if the offer period is extended, at 10:00 a.m. London time three business days after the expiration date for the offer.

HAMPTON, Va., April 26, 2011 /PRNewswire-USNewswire/ -- Flying somewhere and want to find out your exposure to galactic and solar radiation? A new update to an iPhone app will let you do that.
The $1.99 "SpaceWx" app provides real-time information about exposure to radiation from solar activity and other sources from space, starting at an altitude of 16,000 feet (5 kilometers). Exposure levels are broken down by altitude and latitude, with the highest exposures typically occurring higher and farther north.
The new radiation function of the app is aimed primarily at airline pilots, flight crews and passengers.
"Aviation occupational radiation exposure currently is not consistently monitored, measured or quantified," said Dr. Chris Mertens, a senior scientist at NASA Langley Research Center in Hampton, Va. "This is the first model of its type to do that."
Space Environment Technologies Inc. in Pacific Palisades, Calif., developed the space radiation app under the guidance of Mertens, principal investigator for the Nowcast of Atmospheric Ionizing Radiation for Aviation Safety (NAIRAS) project.
The app is intended as "decision support tool" for pilots and crew of commercial airliners.
"The audience is primarily professional and educated lay public who are interested in space weather," said Kent Tobiska, president of Space Environment Technologies. "There're a lot of diverse communities interested in space weather."
Use of high-rad routes rising
Galactic cosmic ray and solar radiation levels are significantly higher at altitudes flown by airliners. They are even higher on "polar routes" increasingly used by airlines as a cost-saving alternative to longer routes at lower latitudes.
Tobiska's company developed the app under a contract with NASA, and also supports Utah State University's Space Weather Center, which owns the SpaceWx app.
The overall app is a suite of space weather information about the sun, solar wind, magnetosphere, ionosphere and thermosphere, and now space radiation.
Levels of radiation from space are low on the ground, but increase significantly with altitude. At 30,000 to 40,000 feet, the typical altitude of a jetliner, exposure is still considered safe - less than a chest X-ray.
Exposure is much higher, however, over the Earth's poles, where the planet's magnetic field no longer provides shielding. And with a thousand-fold rise in commercial airline flights over the North Pole in the last 10 years to get from North America to Russia and Asia, exposure to radiation has become a serious concern.
One or two flights won't exposure passengers and crew to deadly doses of radiation. But multiple flights pose a cumulative health risk for developing cancer, Mertens said.
A study led by Mertens in 2003 indicated that a polar-route flight during a solar storm resulted in exposure to about 12 percent of the annual radiation limit recommended by the International Committee on Radiological Protection.
The radiation function of the iPhone app shows radiation "effective dose rate", a quantity related to biological risk, at 16,000 feet (5 kilometers), 35,000 feet (11 kilometers) and 49,000 feet (15 kilometers). Color-coded "safety signal" bars rate the risk based on flight time and exposure rate. Safety categories are green (safe) yellow (caution) and red (danger).
The SpaceWx app draws on data from 16 government agencies, companies and universities around the world, Tobiska said, and 112 real-time data sets from orbiting satellites and ground-based observatories.
Eventually, the app will include radiation forecasts, and one day likely provide radiation exposure levels anywhere in the world, at any altitude.

Studies Show New Video Game Helps Children with Autism Learn Skills for Independence
CHARLOTTE, N.C., April 26, 2011 /PRNewswire/ -- April is Autism Awareness month, and two studies, one published in the journalIntellectual and Developmental Disabilities and one published in the journalEducation and Training in Developmental Disabilities, show a new video game helps children with autism and intellectual disabilities learn skills for independence.
Small Steps, Big Skills is a new video game developed and researched with a grant from the U.S. Department of Education that combines Applied Behavior Analysis (ABA) methods of video modeling and least to most prompting to teach 22 skills for independence.
Instructional sessions start with video modeling then children practice the skill using a simulated version of least to most prompting. Video modeling is a method where skills are taught by showing a video of the skill completed correctly. Least to most prompting is a method where a skill is broken into a sequence of steps. For example, hand washing includes turning the water on, getting hands wet, getting soap, etc. At each step a child completes the step independently and moves to the next step, or, if a step is done incorrectly, they are presented with a hierarchy of three prompt levels. This allows for 'errorless learning' or support at each step until the child successfully completes the skill.
A variety of materials are shown in the game to promote generalization of the skills. Skills also are shown from a first person perspective to give the player a realistic view of performing the skill. The game can be customized by adding your own videos into the video rotation. Players' progress is tracked, and children are rewarded with eight fun games after practice sessions.
Findings from the beta version of the game showed that linking these elements is an effective way to teach skills, and results were published in two special education journals. The first study results published in Education and Training in Developmental Disabilities in December, 2009 showed three elementary aged students with autism mastered all three skills taught through a beta version of the video game and generalized the skills to their natural environment. In a second study published in Intellectual and Developmental Disabilities in June, 2010 results showed three middle school-aged students with intellectual disabilities increased the percentage of steps completed in the correct order after playing the game.
Based on these findings, a larger grant was awarded to develop and research a game of 22 skills and evaluate its effectiveness. This study is nearing completion and the findings are similar to beta findings. Results will be submitted to journals, but the full game is available now. The game, Small Steps Big Skills, includes washing hands, putting on a seatbelt, making the bed, and clearing a cafeteria tray as well as other important skills for independence in the home, school, and community.
