SANTA MONICA, Calif., Aug. 9 -- Google and Verizon's new joint broadband proposal pays lip service to the idea of "net neutrality," but actually would completely undermine the open and free Internet we enjoy, Consumer Watchdog said today.
There are two fundamental flaws, said John M. Simpson, consumer advocate with the nonpartisan, nonprofit public interest group:
"First, it sets up a two-tiered structure. There would be a so-called 'Public Internet,' but then the ISPs would be allowed to offer new premium services outside that basic service. How long to you think anything of interest would be available on the 'Public Internet'?
"Second, no neutrality principles would apply to the wireless world. Everyone agrees mobile is clearly the Internet's future. Allowing data discrimination in the broadband wireless world completely undermines the future of the Internet."
Essentially, this proposal is nothing more than two corporations meeting together and trying to carve up the Internet for their own advantage, Consumer Watchdog said.

Verizon Wireless Reports $146 Million Enhancement to Florida Digital Network in First Half of 2010
TAMPA, Fla., Aug. 9 -- Verizon Wireless, the nation's leading wireless company with the largest, most reliable voice and 3G data network, announced today that it invested $146 million in the first half of 2010 to further enhance advanced wireless services and coverage for Florida customers.
The investment included construction and upgrades to large network facilities, installation of high-tech in-building systems at numerous high-traffic or high-priority Florida venues, the integration of former Alltel network facilities, and the deployment of test teams and vehicles roaming the state to ensure the most reliable and advanced 3G coverage. In addition, technicians have been making intensive preparations to launch even more advanced 4G high-speed data services in Florida, with a rollout scheduled later this year.
South Florida "super switch"
Completed in early 2010, the new South Florida Mobile Telephone Switching Office (MTSO) is a 45,000-square-foot facility located in west Broward County. The facility now serves as the company's main call-processing hub for South Florida, with the capacity to handle tens of millions of voice calls and wireless data transmissions each day. The structure, designed to withstand a Category 5 hurricane, is equipped with large-scale back-up power generation, further enhancing the everyday and emergency strength of the Verizon Wireless network. The facility joins other Verizon Wireless "super switches" in Jacksonville, Orlando, Tampa Bay and Jupiter.
In-building systems
Verizon Wireless completed numerous high-tech in-building systems that use dozens of small wireless transmitters - which resemble small smoke detectors - to ensure strong inside coverage. These systems were installed in high-priority public safety facilities such as police stations, emergency command centers and hospitals, as well as high-traffic wireless consumer locations such as hotels, resorts and tourist attractions.
Alltel integration
Verizon Wireless technicians have integrated more than 700 Alltel cell sites and several large switching facilities across the state to work as part of the largest and most advanced Verizon Wireless network. With the assimilation of former Alltel resources, many of which located in smaller markets along the Gulf Coast or rural areas in North Florida, the Verizon Wireless company-owned network now covers nearly the entire state and virtually 100 percent of Florida's population.
Test teams
Verizon Wireless network technicians traveled more than 25,000 miles across the state so far this year in special vehicles to measure connection quality on the Verizon Wireless network versus other carriers. Using sophisticated testing equipment, the local test teams conducted more than 100,000 voice call attempts and almost 600,000 data tests on the Verizon Wireless network and those of major competitors to ensure network superiority.
4G or Long Term Evolution technology
Verizon Wireless plans to launch by the end of the year its 4G Long Term Evolution (LTE) wireless network in 25 to 30 markets nationally. LTE will deliver significantly greater high-speed network capacity than even today's most advanced 3G coverage. Verizon Wireless technicians have been making extensive hardware and software installations and enhancements to thousands of network resources (switching facilities, cell sites, etc.) in Florida to provide LTE services to customers when 4G launches in the state.

'SmartDiagnosis' Makes Troubleshooting More Efficient, Helps Minimize Service Calls
ENGLEWOOD CLIFFS, N.J., Aug. 9 -- LG Electronics USA today launched a new self-diagnosis technology for LG clothes washers and dryers that delivers added convenience while saving consumers time and money.
Called SmartDiagnosis(TM), this LG-developed innovation helps customer service representatives quickly and efficiently troubleshoot mechanical issues over the phone, limiting costly, inconvenient service calls and in-home visits. The combination of this new feature, along with the unprecedented 10-year warranty on LG's Direct Drive washer motor, illustrates that the company's customer service is as reliable as its laundry products, according to Peter Reiner, senior vice president of marketing, LG Electronics USA.

How It Works
With SmartDiagnosis, troubleshooting washer and dryer issues is made easier. Each tone corresponds with a specific potential maintenance need and can be identified by trained service technicians over the phone, allowing them to evaluate the information and provide feedback based on the data that was received.
LG SmartDiagnosis eliminates a step in the troubleshooting process, because issues can at times be identified without the need for a service technician to visit the home for diagnosis, saving time and money. In those instances where a service visit is required, the field technician can come prepared with the correct parts, enabling the repair to be resolved in one visit.
Laundry Innovations

SOHU.COM Announces Signing of Non-Binding Term Sheet for Strategic Investment in Sogou Search Business
BEIJING, Aug. 9 -- Sohu.com Inc. (NASDAQ:SOHU), China's leading online media, communications, search, online games and wireless value- added services group, today announced that it has entered into a preliminary, non-binding term sheet for the possible sale to strategic investors, including Alibaba Group(1) and Yunfeng Fund L.P.(2) (collectively referred to as "Ali"), of a minority interest of preferred shares in Sohu's Sogou online search business. The non-binding term sheet also contemplates that certain members of Sohu's executive management, including Dr. Charles Zhang, Sohu's Chairman and Chief Executive Officer, will participate in the transaction as investors. If the proposed transaction is completed, Sogou will use the net proceeds from investors to further develop its business.
Proposed terms would involve issuing Sogou shares to Ali and Dr. Charles Zhang's investment fund, representing approximately 16 percent, respectively, of Sogou on a fully-diluted basis. Sohu would then maintain 68 percent of Sogou. The amount of the proposed investment and pricing were not announced. Sohu and Sogou would also establish a share incentive program for Sogou management and key employees as well as certain members of Sohu's executive management. The non-binding term sheet is subject, among other things, to the proposed strategic investors' satisfactory completion of due diligence and the parties' negotiation, preparation, and execution of definitive investment documentation. Key pricing and other terms also are subject to approval by Sohu's audit committee, which is composed solely of independent directors. Sohu's audit committee and full board, with Dr. Charles Zhang abstaining, have given preliminary approval to the proposed transaction, subject to the completion and review of a third-party appraisal of the Sogou search business.

Audio Precision Takes the Headache Out of Earphone Testing
New utility for APx audio analyzers saves engineers time with automated BS EN 50332 testing
BEAVERTON, Ore., Aug. 9 -- Audio Precision, the recognized standard in audio test and measurement, has today produced a software utility that automates testing of headphones and earphones used with portable audio players. The utility, which runs exclusively on Audio Precision's APx Series analyzers, automates the measurements required by British Standard / European Norm 50332 Parts 1 and 2.
The accompanying new AP Technote "Measuring the Sound Pressure Level of Portable Audio Player Headphones with APx Audio Analyzers" describes in detail how to use the utility to conduct the tests specified in the standard.
According to Audio Precision distributor Man Li of AP Technology in China, the new utility and its accompanying Technote will save manufacturers hundreds of hours of development time and "reduce the possibility of costly mistakes in their testing programs."
The standard requires a special Program Simulation Noise test signal and a test fixture known as a Head and Torso Simulator (HATS). Sound pressure levels measured in the ear simulators of the HATS must be corrected to free field response and then A-weighted and averaged.
"The calculations needed to derive the results required by the standard are too complex for the typical user to do manually," says Joe Begin, head of AP's Technical Support. "And the Program Simulation Noise signal would also be a challenge for customers. We used Matlab(TM) to create the signal in the digital domain. The utility bundles that in and takes care of all the necessary calculations."
The automated software utility was written for users of APx Series audio analyzers. APx is a next-generation platform with several models including the high performance APx525, the multichannel APx585 and the low cost APx515 optimized for production test. All APx models use the same software and feature one-click automation, award-winning UI, and automated reporting. Each APx analyzer comes with an ISO:17025 Accredited Calibration and three year warranty, so results are trusted everywhere.

AMSTERDAM and NEW YORK, Aug. 9 -- "VimpelCom Ltd." ("VimpelCom Ltd." or the "Company") (NYSE:VIP) today announced that it has completed the acquisition of all shares of OJSC "Vimpel-Communications" ("OJSC VimpelCom"), including those represented by American Depositary Shares ("ADSs"), from its remaining minority shareholders by way of a mandatory squeeze-out process.
As previously disclosed, VimpelCom Ltd. commenced the mandatory squeeze-out process on May 25, 2010 to acquire all remaining OJSC VimpelCom shares that it did not already own, including those represented by ADSs, for a cash payment of RUB 11,800 per share (which was equal to approximately US$382.18 per share at the exchange rate as of May 25, 2010). Because each OJSC VimpelCom ADS represented 1/20 of one OJSC VimpelCom share, holders of OJSC VimpelCom ADSs were entitled to receive RUB 590 per ADS (which was equal to approximately US$19.11 per ADS at the exchange rate as of May 25, 2010), less any costs and expenses incurred by The Bank of New York Mellon, in its capacity as the ADS depositary, in processing the payments and converting the rouble amount it received into US dollars. The squeeze-out price was determined as the market value of the OJSC VimpelCom shares as of February 28, 2010 by an independent Russian appraiser in accordance with Russian law. The appraisal was supplemented with a value analysis by ZAO Deloitte and Touche CIS.
Pursuant to the mandatory squeeze-out process under Russian law, VimpelCom Ltd. completed payment for the benefit of OJSC VimpelCom's minority shareholders and ADS holders as of July 14, 2010 the cash amounts to which they were entitled and their shares have been transferred to VimpelCom Ltd. by operation of law on August 6, 2010, making OJSC VimpelCom a wholly owned subsidiary of VimpelCom Ltd.
